The French Environment and Energy Management Agency (ADEME) is a state-funded public industrial and commercial establishment whose activity is supervised by the French government ministries in charge of research, environment and energy. ADEME was established on January 1992, under legislation adopted 19 December 1990 and a government decree dated 28 July 1991.

The Agency’s mandates covers:
- promotion of renewable energy sources
- promotion of clean and efficient energy technologies
- waste minimisation, disposal, recovery and processing for economic value, prevention of soil pollution
- prevention and reduction of air pollution and noise pollution

To implement its actions ADEME is mandated to pursue the following activities, among others:
- orienting and piloting technological research, training and continuing education programmes
- developing, demonstrating and disseminating technologies, informing public and private bodies
- participation in the elaboration of international co-operation agreements and handling of international co-operation funds.

Almost 20% of ADEME’s programme credits are devoted to research and development (R&D).
The agency’s organisation, comprising central departments and regional delegations, demonstrates its willingness to work as closely as possible with the various actors involved and to enhance their awareness.

ADEME organizes the deployment of its actions within a concept of local service. Through a sound partnership with FLAME and all French local energy agencies, ADEME supports implementation of energy efficiency actions at local level.

ADEME contributes in ECO N’HOME project mainly to
- the framework definition and the methodology by checking the legal responsability points for the Eco n’Home service provided and its results,
- the definition of common tools and especially to the presentation of the results (model of diagnosis report and model of action plan of energy savings),
- the evaluation and comparison in term of cost effectiveness with other kind of actions
- dissemination
